Follow-up Comment #1, bugs #11852 (project gnustep): This is not exaclty a windows backend problem as the other two bug reports #11853 and #11854 show. There the same problem is reported for gdnc and gdomap. The later being the reason for the second error message you get.
There seems to be a well know (but up to now not to GNUstep) problem with spawn on MINGW.
