At a guess ... this is not a gnustep bug, but more a WindowMaker 'feature'. Most likely your problem is that you are using Windowmaker, and it has trapped the command-h key sequence itsself and is minimising the app.
If you have the WindowMaker preferences program ... run it, look for the Keyboard Shortcut Preferences, and clear/change the one to hide the active application.
