You need to get systempreferences from trunk (not gnustep-make) ;-)

It still won't compile because of the other bug you reported, but at least
this should be gone. :-)

I got gnustep-make from svn, rebuild base and gui, but nothing changes : the
linrary/dll files are still put in 'PreferencePanes.framework' and they are
still looked for in 'PreferencePanes.framework/Version/Current/...'
