Details:
Steps to reproduce:
1) compile the Vespucci application in GAP
2) open it
3) Bring up either a GS or non-GS application
4) attempt to focus window above Vespucci app window.
RESULT: Vespucci remains on top.
EXPECTED: Should be moved to rear
Further Information: This was tested on art and xlib, additionally, this
happens with I load the VEDocument.gorm file into Gorm and do test interface.
This indicates that it is NOT an issue with Vespucci, but is something in
GNUstep.
