[Bug-gnuzilla] Language pack not used

I installed 
http://ftp.gnu.org/gnu/gnuzilla/31.5.0-gnu2/langpacks/icecat-31.5.0.sv-SE.langpack.xpi 
and restarted the browser.

The language of the user interface have not been changed to Swedish, its 
still english. How do I enable it?
