Details:
According to groff_man(7), the first line of .../man/groff_char.man should
be:
'/" t
to tell groff to run the man page through tbl first. Unfortunately, this
isn't the case here. The first line of groff_char.man is:
./" t
which causes groff to skip the tbl step.
