The specification of the PFB format is in Adobe Technical Note #5040:

Note that there could theoretically be more than three chunks in a PFB (which
I've never seen).  Note also that what we call `PFA' today actually is *not*
what was originally defined in #5040 (and which I've never seen either). 
Instead, PFAs today are simply Type 1 PS resources with an ASCII eexec part.

And yes, supporting Type 1 PS resources with a binary eexec part (which is
what gs now distributes) would be good.
