Correct, if you have an English original and a translation, then the English
original goes into the root and the translation goes somewhere else, but there
is no need to discuss that as we don't have any translations here.
Well, it is a simple page so translated it [attached].
For what it's worth, of the ~1200 packages that I work with only four
are installing non-english pages in man root. Two I have fixed upstream,
one is pending, and this one from groff. So a lot of projects are
following the FHS hierarchy for man pages. I believe you that not all
systems do, but anecdotally I think the majority do.
