I changed the Makefile to use -Tdvi and dvipdf instead, which produces much better output. Investigate this. It sounds alarming. Surely we didn't ship _groff_ 1.23.0 like this. I'm traveling right now (back in the saddle next week) but I seem to remember we have a unit test for this.
