Yes--it will make certain legacy ms documents prepared by the Bell Labs CSRC fail to render. Yes, that's likely a separate issue and might require a separate solution. For this issue, I think `TH` and `TR` are simple non-starters as macro names for any auxiliary package that wants to interoperate with ms(7).
