I think that in this situation, _pdf.tmac_ should format the URI (the argument
after `-D`) *as* the link text.

Exhibit:

$ cat ATTIC/pdfhref_W.groff
.sp
I'm a raw
\fIgroff\fP
document.
.sp
.nf
Link 1: \c
.pdfhref W https://www.gnu.org/software/groff/
Link 2: \c
.pdfhref W -D https://www.gnu.org/software/groff/
Link 3: \c
.pdfhref W -D https://www.gnu.org/software/groff/ "link text"
Link 4: \c
.pdfhref W -D https://www.gnu.org/software/groff/ -- "link text"
$ ~/groff-HEAD/bin/groff -a -T pdf ATTIC/pdfhref_W.groff
<beginning of page>
I'm a raw groff document.

Link 2: Unknown
Link 3: link text
Link 4: link text

"Link 2" is the case at issue.
