It's erroring but not dying; there is no alteration of control flow.

(Basically, the formatter complains and then does what was asked
anyway.)

They'll get two, because "libdriver"'s input.cpp _also_ throws a
(non-fatal) error!

Sure.  This is a C++ change and I'm not going to break the freeze for
it.  I'm merely meticulously charting the mindless rampage I'll go on
after 1.24.0 final is out.
