I don't think this applies to the -Tpdf case: hdtbl was new in groff 1.20 and
NEWSed as working "with `-Tps' only." gropdf was introduced in groff 1.22.1,
and its NEWS entry hardly need(ed|s) to enumerate everything gropdf supports
that previously worked only with grops. So I don't see the -Tpdf situation
entailing any neglect.
The -Tdvi situation is less clear: grodvi existed long before 1.20, so the
1.20 NEWS item about hdtbl may have misspoken in saying "works with `-Tps'
only." If it works with -Tdvi _now_, I'd bet it always did.
