I suspect, but need confirmation, that they're using
[https://git.sr.ht/~sircmpwn/scdoc scdoc] to generate this.

Maybe this exhibit can drive some improvement in scdoc.  Like using
_groff_ _man_(7) extension macros to set URLs and man page cross
references, which would have the advantage of defeating hyphenation
where it's not desired.

(Also, whatever the generator program is, it should put a *roff comment
at the start of the output identifying itself.)

Also also, this document might be a good real-world case for attacking
bug #67602.
