While I'm familiar with nixpkgs, I'm not too familiar with how configuration.nix(5) is generated. Doing a little research I found where it seems the configuration.nix manpage is build: see [https://github.com/NixOS/nixpkgs/blob/master/nixos/doc/manual/default.nix#L276-L294 nixos/doc/manual/default.nix:276ff]. The command in question uses `nixos-render-docs` a custom python project, which can also be found in the nixpkgs repo under [https://github.com/NixOS/nixpkgs/tree/master/pkgs/by-name/ni/nixos-render-docs pkgs/by-name/ni/nixos-render-docs].
