That's the crux of the issue for me.

I don't know where you got this impression. For groff 1.24.0, I fixed
bug #67633, which was a 30+-year old issue.
I triage this putative trailing space issue as I did that one: Severity
"Wish", Item Group "Rendering/Cosmetics".
The reason I fixed it was because not doing so introduced noise into
diffs between grotty output and AT&T nroff output. Not something many
users will care about, but worth addressing to ease the lives of
archeologists.
Evidence suggests, however, that Bjarni is not a Unix documentation
archeologist. Judging by the tenor of his reports over the years, he
seems to be primarily concerned with silencing diagnostic messages with
little analysis undertaken of the causes thereof, and with addressing
minor UX issues affecting a population of one.
That doesn't make a bug not a bug, but it does affect triage.

Again, that's the crux of the issue. There are other small problems
with Groff-PDF-Features.ms and the newly revised ms.ms, such as changing
the text color to "black" instead of "default" after marking hyperlink
text when rendering to a terminal, which can lead to black-on-black
output. I'll get to them.
