OK. I see conflicting clues on whether these commands should be run in the
build directory or the top-level one (both have a "doc" subdirectory). For
instance, gnu.xpm is a file from git in $TOP/doc, but doesn't exist in
$TOP/build/doc. Conversely, gnu.png exists only in $TOP/build/doc. gnu.eps,
of course, doesn't exist at all in my new tree, but in previous successful
trees was placed in $TOP/build/doc.
However, since I only ever run "make" from $TOP/build, I'll presume that's the
right place. Will report back.

You build far more frequently than I do, so if it were a common or
easy-to-replicate problem, you would have no doubt encountered it already. I
realize it's some corner case and may be a problem on my system--though, if
so, I'd hope to see it caught more gracefully.
