[man]: Fix Savannah #68658.
* tmac/an.tmac (IP): If invoked without arguments, call
`an*break-paragraph` likewise, so that we don't defeat inter-paragraph
spacing. In other words, let's work as documented.
"Use IP without arguments to associate successive paragraphs with an
existing list item; to these, inter‐paragraph spacing applies even in
compact lists."
