Unlike some preprocessors, _tbl_ cannot sensibly operate when an output line
is pending: its computations are predicated on fitting what it lays out within
the output line minus the indentation.
Point for research: Can/does temporary indentation affect a table? I suspect
not. Nobody wants a table with an indented first row (if they do, they can
configure that with the table format). But should temporary indentation be
_cancelled_ (we can do that now--bug #68286) or held in abeyance? If we
change environments, the latter will happen. See bug #66295.
So have GNU _tbl_ emit an unconditional break request when generating output,
even if the table region is otherwise invalid.
