Follow-up Comment #3:

The change proposed in comment #0 turns out to be unnecessary, and was
(effectively) already happening "since time immemorial" as a consequence of
GNU _tbl_ generating the control line `.ce 0` in its output as part of
`table::init_output()` in _src/preproc/tbl/table.cpp_.

Resolving as invalid.  However, the side quest was fruitful!

This shoves the question of what to do with a "degenerate" table region back
onto the macro packages.  I expect I'll make _man_ and _mdoc_ unconditionally
break the line upon seeing a `TS` request as originally planned.
