Follow-up Comment #1:
False alarm.
I had a half-uninstalled groff installation directory. (I probably mashed
Control+C in impatience at a poorly chosen point in a build.) The `troff`
command was still present in an early $PATH directory, but the device and font
description files for the "ps" device that it needed were already gone, so
running `troff` failed.
Closing as invalid.
