Follow-up Comment #1, bug #46014 (project grub):
I can reproduce this, so far 100% of the time, with GRUB 2.02 beta 3. Only
when booting a 32-bit PV guest; 64-bit guests boot fine.
Same symptoms: an unhandled page fault fetching instructions from address 0
(which if I've understood correctly is the entry point specified by the Xen
ELF notes set by grub-mkimage).
