It’s actually not so clear. The ‘maintainers’ file on fencepost reads this: --8<---------------cut here---------------start------------->8--- # maintained (maybe) but no longer part of GNU (maybe); see rms/karl. # Putative developers don't respond. #package: windowmaker --8<---------------cut here---------------end--------------->8--- And indeed, it does not use GNU infrastructure at all, for instance. (Note that the procedure to determine whether a package is GNU is automatic. See ‘gnu-package?’ in the (guix gnu-maintenance) module.)
