Is this still an issue? There was notably commit
c19673b3a6bc7d2413f0cdba62a2cc8314a646ab ("gnu: dhcpcd: Add openresolv's
'resolveconf' PATH wrapper.") which should cause dhcpcd to go through
resolvconf for handling /etc/resolv.conf, which seems like it should
help?
