Updating LibreJS and allowing it to report rather than block licenses in use

If I didn't request it before, I'd love it if LibreJS--assuming it could 
be modernized to use WebExtensions--could merely *report* the type of 
JavaScript licenses in effect. (I might suggest 
https://github.com/delfrrr/npm-consider for an interesting, albeit 
Node.js, approach for grouping licenses by broad categories like 
permissive or protective.)
