Try to rerun setup.exe once more. I notice from the list of installed packages that some packages that lilypond depend on have not been installed, for example tetex-tiny. They should be selected automatically as soon as you select the lilypond package, so I don't understand what happened. If they are still not installed when you rerun setup.exe, you may want to try to deselect lilypond and then select it again.
