The desired spacing for each staff is different, so a compromise has
to be found.  In many "normal" cases, taking the maximum of all
desired configurations leads to ugly gaps, so we take the average. For
extreme cases like this, the average doesn't work well, especially
since there are only two staves. I predict that this "bad case" would
look better if there were a lot of normal staves alongside.
