No. I've been working with that form with 's' and not \skip for a couple 
of hours without any extra staff.  2.1.25.

*But* it does bring back the space after key signature problem which you 
also said would happen.  I presume \skip will fix that but I will try 
your form to try to eliminate the spacing problem also.
