Many thanks, Valentin!  Once I understood that I could use the lyric 
lines as the anchors for my interstaff spacing, all became clear. I 
ended up removing all my
\override Staff.VerticalAxisGroup #'minimum-Y-extent
commands and replacing them with
\override Lyrics.VerticalAxisGroup #'minimum-Y-extent
commands, and getting exactly what I wanted!

This will be useful knowledge for the future as well.
