No, the rules apply to the end of every resulting piece of beam. The
default rule
says "a beam with 16th notes is allowed to end after the first quarter
note of the
bar." I think this meaning is made fairly clear in section 1.2.4.2, but
you're very
welcome to suggest improvements.
