If it truly is so, it should be changed. The normal practice is to break the beams at certain places depending on the smallest note length. The rules should specify that a beam that contains 16th notes must not cross over quarter note boundaries, and should
thus be broken at that location.

This is the way that most scores look like. If there are only a few 16th notes in the whole staff this rule may be relaxed. Maybe the Autobeam_engraver could make use of the common-shortest-duration calculation done by SpacingSpanner to disable beam rules
for rare note lengths.
