New issue 809 by v.villenave: Support for older MS systems is broken

While LilyPond 2.10 series reportedly worked on Windows 98 and NT systems,
as of 2.12 series, this is obviously no longer the case.

A user named Arnold Wendl reported that lily called the GetLongPathNameA
system function, which is not supported by the kernel.dll library on
Windows NT:

While we don't advertise win98 support (that actually seems to have been
broken in 2.6 series), the download page does still mention win NT. So,
maybe it's time to remove this OS (or fix Lily -- though I hardly see it
happening).
