Yes, the package-specific stuff goes in configure.in.

The idea was to move any/most complexity from a package's makefiles
[eg, flower/GNUmakefile, lily/GNUmakefile] to stepmake/; Stepmake
maintainers would love makefile complexity, while package maintainers
would appreciate simplicity [and speed, think automake].
