New issue 1170 by percival.music.ca: website detailed links to Changes are
broken

Since Changes didn't exist in 2.12 and the website was made for 2.13 docs,
we have a problem.
Just like 1169...
1) if we wait until 2.14 before switching websites, we don't need to do
anything; the website already works with the 2.14 docs.
2) if we switch websites before 2.14, we need to resolve this somehow.
due to the dual nature of priorities, I'm calling this Type-Other.
