Comment #5 on issue 1203 by n.puttock: Page_turn_engraver refuses to break at R1*12, crams notes and produces blank page in the middle of score.

You'll only get a page turn at full bar rests if they're on a recto page. In this example, there's a page turn following the title page (`Dummy title page'), then the two pages of music are facing each other: hence there's no need to do a page break at the rest.
