New issue 1509 by [email protected]: System files are processed in preference to user files

Werner reported:

Create a file `arabic.ly' in the current directory (with arbitrary
contents) and say

  lilypond arabic.ly

I get this logging output

  > lilypond arabic.ly
  GNU LilyPond 2.13.45
  Processing `/usr/local/share/lilypond/2.13.45/ly/arabic.ly'
  Parsing...
  success: Compilation successfully completed

In the above sample case, I wondered a few minutes (with a lot of retries) why I don't get an `arabic.pdf' file until I found out that another `arabic.ly' (the system one) gets processed which doesn't cause any output.
