 lilypond arabic.ly

I get this logging output

 > lilypond arabic.ly
 GNU LilyPond 2.13.45
 Processing `/usr/local/share/lilypond/2.13.45/ly/arabic.ly'
 Parsing...
 success: Compilation successfully completed

which I consider a bug.  IMHO, the file in the current directory must
be processed before any of the system files!  In the above sample
case, I wondered a few minutes (with a lot of retries) why I don't get
an `arabic.pdf' file until I found out that another `arabic.ly' gets
processed which doesn't cause any output.
