That seems reasonable.
Note that there's two very different problems here:
- how to build the English website.
- how to build the translated website.
IIRC the xrefs and mass-link are for the translations and don't effect the
English website [1]. But I could be wrong about that... whether or not I'm
wrong, the right answer should be added to the CG section on website build.
