I think requiring quotes around variable definitions in order to allow numbers would be a mistake.

Just to be clear, only definitions of those variables with numbers need quotes:

timpani =  \relative c, { ...
"motif254" = { ...
"violin1" = \relative c'' { ... \motif254
\score {<< \violin1 \timpani >>}
