I believe the source quoted in that message is wrong. Look at the next message in the thread.
All cited quotes of typeset music, plus what I found in my own search, cancel double-flats before a single-flat, but not a sharp going to a flat. All cited references to books on typesetting indicate double-flat to flat is canceled but are silent regarding a sharped note followed by a flattened note of the same name.
