New issue 2099 by [email protected]: texi2pdf --quiet hides too much

While working on the CG, I've been unable to figure out what parts of my
file caused the doc build to fail, until I manually changed --quiet back to
--batch in stepmake/stepmake/texinfo-rules.make
Could we switch back to --batch, but redirect the output as per the
fantastic issue 2075 ?
