Pavel pointed out that if this issue is Invalid, then the documentation is
misleading. (From that I guess we conclude that there is a valid issue.)
If we accept the change (and I am certain we should) then the documentation
is fine. (The docs imply that the staff-affinity=CENTER stuff applies only
within systems, because it is discussed only in the section on "vertical
spacing within a system".)
