The initial example is an example of the situation that Carl brings up.
The patch handles the case of Dynamics, with 'staff-affinity=CENTER, at the
bottom of a system the same way as Lilypond always did for Dynamics at the
bottom of the page. If one neighboring Staff is missing (or in a different
System) then let the space in that direction stretch easily.
