OK, I see what you're saying. If \partial is just a shorthand for setting Timing.measurePosition that can be used anywhere, it does make sense to call the DURATION the *remaining* length of the partial measure.
And I've just checked that the Learning Manual section 2.1.7 does have an uncomplicated explanation of \partial with a clear example, so having the extra stuff about Timing.measurePosition here isn't the only way for a beginner to learn about \partial.
