On a RedHat 6.1 Linux distribution:
$ uname -a

$ which chroot
/usr/sbin/chroot
$ chroot --version
chroot (GNU sh-utils) 2.0

$ cd /
$ chroot usr ../bin/pwd
chroot: cannot execute ../bin/pwd: No such file or directory
$ strace chroot usr ../bin/pwd
..
chroot("usr") = 0
chdir("/") = 0
execve("../bin/pwd", ["../bin/pwd"], [/* 34 vars */]) = -1 ENOENT (No such file or
directory)
..
_exit(1)
$
Any chance of a fix?
