So I agree with Jason, and John.

The rules where written without any input of anyone; but lets try and
see if we can update the list of overall GNU IRC channels that exist
first -- it is slightly orthogonal to the rules.  The rules have -- as
Jason mentions -- existed for a long time anyway, and never really
been something that has ever reflected reality.  We can amend them
later, or in a different thread.
