My argument, however, is that accepting NEWS.md (and perhaps README.md)
as aliases of their sans-extension version would allow them to fit in
with an existing and consistent convention in the broader ecosystem
(including Automake and Gnulib).

I totally agree with Basil here.

Note: GnuCOBOL currently follows a two-side approach and we have
NEWS (actually in MD format), README, README.md (because that file is rendered prominently by forges and is read by users), DEPENDENCIES.md and DEPENDENCIES.

I think some of the GNU tooling we use in GnuCOBOL still requests NEWS, README, INSTALL... - so it is either providing them or a symlink..

As markdown is good readable as plain text as well _and_ it is kind of an industry standard - why not actually suggesting markdown as *default* _text file_ format in GNU with an option to use plaintext if wanted?
