Yes, but in my opinion it is not meant for a verbatim inclusion, since
right before it, maintain.texi says: 

  Here is an example of the license notice to use after the copyright notice.
  Please adjust the list of invariant sections as appropriate for your
  manual.  (If there are none, then say "with no invariant sections".)

In our case:

No, it does not. The title of the included section is 'GNU Free
Documentation License', whereas the copyright part refers to
'Invariant Sections being "GNU General Public License"'. So, either we
remove the invariant section notice, or change it to 'Invariant Sections
being "GNU Free Documentation License"'.
