Yes, that's correct. I don't think Debian and the FSF are that far apart here, really; it's too bad they can't agree. It's not that big a deal for many users these days; they can read the documentation online at the FSF web site <http://www.gnu.org/software/tar/manual/index.html>. Perhaps the Debian distribution can simply point users to the FSF manual online? Surely such a pointer, all by itself, would not violate Debian policy.
