Sergey, what do you think about this patch? This option would be extremely useful for Amanda, too. We have lots of users who are backing up removable storage and so on: places where device numbers change often. I understand your contention that this should be fixed in the kernel, but until such time as that happens, a --no-check-device option would be a very effective and non-disruptive workaround.
